This is a historic London Low Emission Zone (LEZ) case from the early 2010s, but it’s still relevant as a reminder: always verify your vehicle’s emissions status yourself, even if you receive a letter or advice.
What happened (2011–2013)
Transport for London (TfL) expanded LEZ requirements to cover larger vans and minibuses from 3 January 2012. TfL said these vehicles needed to meet a Euro 3 standard for particulate matter (PM) to avoid paying a £100 daily charge, or risking a £500 penalty.
In early 2013, reports said TfL agreed to compensate 35 van operators after incorrect compliance information led some to modify or replace vehicles unnecessarily. The Local Government Ombudsman’s investigation found faults in the information provided and TfL agreed payments including a total of £40,000 to five complainants, with wider compensation recommended for others affected.
The takeaway: don’t rely on letters alone
The practical lesson from the case is simple:
- If you’re told your vehicle isn’t compliant, check it independently using official tools and your V5C details.
- Keep a record of what you checked (screenshots, emails, dates) in case you need to challenge a charge or penalty.
Current ULEZ rules for vans and minibuses
Today, vans (up to 3.5 tonnes gross vehicle weight) driving in the ULEZ need to meet:
- Petrol: Euro 4 (NOx)
- Diesel: Euro 6 (NOx and PM)
If your van doesn’t meet the standard and you drive in the ULEZ, TfL lists:
- Daily ULEZ charge: £12.50
- Penalty charge: £180 (reduced to £90 if paid within 14 days)
TfL also notes that small vans up to and including 1.205 tonnes unladen weight aren’t subject to the LEZ, and that heavier vehicles have different arrangements (LEZ may apply even where ULEZ does not).
How to check compliance the right way
TfL’s guidance is to:
- Check the vehicle’s Euro standard / emissions on the V5C where available (it may be shown in section D.2)
- If it’s not listed, use TfL’s ULEZ vehicle checker
If something looks wrong (common examples include imported vehicles or incorrect DVLA records), gather evidence and use TfL’s enquiry routes before paying for upgrades.
