    What the latest UK data suggests

    The Department for Transport (DfT) publishes a regular snapshot based on its domestic road haulage survey. In Q4 2024, 24% of surveyed HGV businesses reported HGV driver vacancies, down from 28% in Q3 2024. [1]

    The same DfT release also tracks service impact. Among HGV businesses with vacancies, 20% reported missing a delivery in the last week due to drivers not being available in Q4 2024 (up from 11% in Q1 2024, and below the 30% peak in Q4 2021). [1]

    Even where vacancy pressure is lower than the 2021 peak, a few structural issues can continue to affect recruitment and retention.

    1) Strengthen retention before you recruit

    Recruitment becomes harder (and usually more expensive) when turnover is high. Practical areas to review include:

    • Shift patterns and predictability where possible.
    • Time spent waiting at depots and customer sites.
    • Facilities and welfare on-site (toilets, rest areas, refreshments).
    • How schedules handle delays and last-minute changes.

    These improvements wonโ€™t remove wider labour market pressures, but they may make roles easier to fill and retain.

    2) Use a clear workforce plan (even a simple one)

    A lightweight workforce plan can help reduce last-minute gaps:

    • Map which routes or deliveries are โ€œmust coverโ€ versus flexible.
    • Identify single points of failure (one driver, one route, or one customer time window).
    • Build cover plans for annual leave, sickness, and predictable peaks.
    • Decide in advance when to use overtime, agency drivers, or subcontracted haulage.

    3) Review your operating model

    Some operators choose to reduce reliance on ad-hoc labour by offering more stable work arrangements, such as permanent roles instead of job-by-job work. While this approach will not suit every fleet, it can improve reliability where demand is consistent.

    • Improved route planning and delivery window design.
    • Consolidating drops where customers can accommodate it.

    For fleets that recruit newly qualified drivers, understanding the training and testing pipeline can help with workforce planning.
